It appears that an awful lot of Permatex Aviation Sealant #3 was used on that pump. (I hate that stuff and don't use it anymore). Is it possible that the builder used so much as to end up gluing the pump in?
If you haven't already done this you could place a drift pin against various spots around the sides of the pump and tap the drift pin with a plastic mallet to try to break the pump loose. I wouldn't be afraid to get aggressive as you wont need the pump again.
I have never seen one that just didn't simply come out when needed. The only thing you need to guard against is marring the sealing surface of the block.
