Yes all parts are attached to spars when updrilling to final. We had some long reach cleacos that have the wing nut on the end that worked really good to hold it all together. Probably had 10 of each size long reach cleacos.

another question...is it necessary to buy 3/16 dimple die for the few bolts that are dimpled on spar or can i get away with the 5/32 dies i have?

If the dimple is too shallow, ( or you're countersink is too deep), it tends to distort the web material when you tighten the bolt. Ask me how I know.
A test coupon may be in order.

All deburred and marked for dimpling. This part is not my favorite.

Dont know if kit builders have to do this line up of parts but this is how I did it with a small bushing.
