I don't have the plans in front of me. I do remember that on the classic A model the root ribs are not parallel to the rest of the ribs. So you rivet on the rest of the ribs, true up the wing, then drill in the root ribs. Also, because of the dihedral angle, you tip the root ribs to fit the skins. You may need to jam the aft rib more aft or the forward rib more forward for a nice tight fit, then you transfer holes from the angles/skin to the rib.
