Well. Took the number 3 off and pointed the arrow in the correct direction. Threw everything back on and did valve adjustment, again. Turned carb needle 3/4 turn to the lean. And presto... 3200 rpms and running strong. Simple engines. Was making it much more complicated than it needed to be.
