Bill,
I have an A model but the tail should be the same. The top skin should not be riveted. You position one of the tail halves up on the bolted in Y assembly, slide it down, and sneak the hockey stick (forward spar) into the cutout of the turtledeck skin. At least that is what I remember. For sure, once I had the Y frame bolted on, it stayed bolted on.
