Azusa mechanical brake drilling

I have an old Onex kit.

Does anyone have any recommendations for drilling the backing plate of the AZUSA mechanical brakes that come with ONEX?

The plans do not indicate that holes need to be drilled, however the backing plates I have do not include holes which line up with the two wholes in either the axle spacer or on the main gear.
