When working on plans page SNX-C05, optional dual control stick details and assembly, the notes state that the SYMMCO #SF-2024-8 impregnated flanged bushings should be free to rotate in the SNX-C04-08 control horn assembly.
The note states to line ream the inside diameter. What worked well for me was a wire wheel on a Dremel tool, held carefully inside the control horn assembly and moved evenly in and out.
Your mileage may vary, but I found this a consistent and simple method to ensure a good clean fit and control the amount of material I removed.
