Wing Skin Overlap

I see the outboard upper & inboard upper wing skins at the overlap do not have the same hole pattern. I guess the outboard skin rivets are buried under the inboard skin? What gets me is the hole in the rear spar flange for the two skins are not in the same location. The flange will have two holes very close to each other. This doesn't seem right. But I guess this is the intended method? How have others drilled this overlap?

Actually, the holes do line up... that is when the skin is flipped right side up. I was a little too eager to see what the skin looks like on the framing & didn't look at the plans to see that the holes are not symmetric.
