In my neck of the woods, there are many places to fly without having ADS-B out equipment. In the event I must use services at a large airport, I can still fly into class D without a transponder. Nonethe less, I was planning on a Sandia STX-165 so at least could be seen on radar, until that is, radar is decommissioned according to the NextGen current plans and ADS-B takes over. According to J. Mac McClellan in the August 2014 Sport Aviation edition, TCAS systems in airliners and larger jets will still be required so that they could still see non-ADS-B airplanes that had transponders.
It's anybody's guess if these rules will change in the next five years.
