ELT panel and antenna location

Hi ya'll,
Before I drill holes I'm requesting feedback . Two questions for the more experienced:
1) I'm thinking about installing the ELT panel on the bottom side of the right frontmost turtledeck former. It seems like it should be accessible if needed and not prone to accidental pressing. Does this seem reasonable to you? Here's a pict, thinking of putting it where my thumb is pointing:
2) On my RV I did the common/pretty approach of putting the ELT antenna under a fairing. However, now that ELTs have 406MHz it might actually be useful and out of caution I'd like to put the antenna externally. Just in front of the #4 turtledeck former is the only reasonable place I can find. Any other ideas?
In the perfect world I'd be able to sit in the plane and mock this up, but I'm building in a very small shop and one bay in a garage. To keep productivity high I'm trying to accomplish everything I can in the shop before moving the aft fuse to the garage for eventual final assembly so thinking about doing the ELT installation now.
