fuel resistant sealant ?

I have a fiberglass re-enforced silicone membrane on top of tank's filler neck that is bonded to the surrounding SS firewall filler box. Stopped in an airport on way back to Western NY from the ASA Spring Fling fly-in at Asheboro NC yesterday, and the nozzle of the fuel pump did not shut off when released, Big mess. I had used RTV sealant to bond that membrane in place, but the RTV swells rapidly when drowned in fuel, and pulls away from the tank. Looking for a better sealant for this. Any suggestions ?
Fortunately, before I saw suggestion by others to add that membrane, had incorporated a catch trough with drain that runs across bottom of the filler box, and that caught all overflow and none made it into the cockpit, but would still like to make proper seal to that membrane as it keeps all fumes out as well. #2 Permatex likely would work but remains tacky for years, and not good for such exposed locations. Got to be something better.
