I got a reply from Sonex about the brake puck material. The good news is that they're using that same material I linked from McMaster-Carr. The bad news is that they're already using the high-friction version, so there won't be any room for improvement from those materials. It's good to have the coefficient of friction number though, since I can compare that to other materials I might find.

Harvey Tool has end mills for everything. I would suggest you look at their end mills for composites.

I was mostly joking about the end mill. I'd just sacrifice cheap ones if I manage to find a suitable material.

The question now is whether we can find suitable friction material. It would need to be at least 5/8" thick, and the diameter of the pucks is 1-1/8". The stock material is listed as 0.55 max coefficient of friction, max temp 550F, and max pressure of 500 psi.

I have a couple if thick washers between the brake body and the wheel/bearing. Otherwise the brake pad and puck are in constant hard contact with one another. I have had my current pucks for 3 years and they are still in good shape, without need of replacement.
