Anyone following the goings on at Santa Monica airport will see the proposed policy as an major improvement, Not what we may like, but an improvement.
One consideration: For those locations where there is a waiting list for hangar space, tying up hangar space up with work that can be done elsewhere does not aid the current flying community by keeping airports busy and viable, and doing so is not likely to be supported by non-home builders with planes looking for hangar space.
There is a provision mentioned for airports with excess hangar space to apply for permit to use that for other purposes, and would be nice if the FAA gave clear preference to home building over boat and car storage.
Of course it pays to be alert anytime government says it is going to "improve" things.
