AN486 clevis safety

How are the clevises on the rudder horns safetied? Am I supposed to drill a hole through the threaded shank or are the holes in the clevis witness holes? Or should I double nut?

Hi Bryan,
I believe that is just a witness hole. Yep just double nut.
