I thought the same thing about how little the torque value is. Referring to the AC43-13, it also states to not over torque and gives a value of 23 inch pounds for a 10-32 screw and 20 for an 8-32 screw. I watched a video that also mentioned to not get the desire to overtorque. One thing I did read in AC43 was to take into account the running torque so the final torque felt on the shaft would be 23 or 25 inch pounds. I take this to mean if it takes 3 inch pounds to turn the nut, the torque wrench needs to be set at 28 inch pounds to get a torque of 25. Have not found out for sure if that is what it means yet. I have not done final torque of my fasteners yet.
