This is not unique to this part. The 05 assembly shows some of the assembly being riveted at this time. However the remaining holes are not drilled up to the rivet size but will be done at some future point.

At that future time this part, which is now a sandwich of several smaller pieces will be riveted to another piece. When you finally up drill the remaining holes, you will not be able to get any small aluminum chips which may be trapped between the sandwiched layer.

Yes, sometimes there is enough flexibility in the part to clean out the area with a thin "chip cleaner", but sometimes not.

Any suggestions, tips, hints?

Darick,
Sometimes I stick to clecoes until I can drill and deburr all the holes. Otherwise if you can keep the parts tight while drilling and just deburr the entry and exit you can generally live with that.
