I dropped Jay (the builder) a note, he believes that there was some discussion on the builder's list about these cap screws at about the same time he did some other work on the engine, and that longer ones could very well be in there. He knows he used Loctite, and we can't rule out red Loctite.
I'm thinking that this may be a point where it is smart to exercise some discretion. These cap screws are in there very well.
