Thanks guys. That picture helps a ton.

I'm wondering if either my 5/16" bit is not accurate enough or my steel bushings are slightly oversized though. When I line drilled the bushing, the steel piece still did not fit in.

I'll mess around with it in the shop tonight and see what I can come up with.

The steel bushings are a little big, you'll need to run the assembly up and down that 5/16" bit until enough bronze is removed (I actually just held the part in the vice and moved the vice around on the bit until the steel bushings worked nicely.
Taildragger Waiex in progress, tail done, wings done, about to mate wings to fuse,
then cowl, canopy, paint (photos): flush rivets, turbo aerovee, acro ailerons
(I built my RV7A and happily flew it for about 500 hrs)

That's it. Got it. It will take some tweaking/shimming to get the cranks to rotate freely, but this was the key.

This was probably obvious to more experience builders, and took me way too long to get done, but thanks anyhow to everyone for the help!
