Your cylinders are covered by the silver metal held together with wire. Why!? That's not the VW super-tin, and you are blocking all the air flow to the cylinders. I would have to say THAT is why you are running hot. This is the the standard Revmaster shrouding, it wraps around the barrels and heads...

As others have suggested, you can run it to get it warm and see if it improves. Check the rocker arm clearances to make sure a valve isn't being held open. Is the air escaping through the carb (intake valve) or the exhaust pipe (exhaust valve)? If you have a borescope you can have a look at the valv...

The VW is not a tight tolerance engine. I almost never get good values on a leak down test when the engine is cold, though I do still test it that way to start.
